Defense Logistics Agency (DLA)–Energy // Bulk Petroleum Common Operating Picture (BPCOP)

BPCOP is a web-based automated application that provides key decision makers with worldwide visibility of the major components of the integrated supply chain supporting the Department of Defense’s (DoD) warfighters and their energy assets. The application supports decision-makers with planning functions for fuel and petroleum inventory management. BPCOP utilizes the latest GIS technology in a map-driven system by providing managers and system users with an overview of fuel assets globally.

Using Geo-Spatial technology our GIS Team developed the application so users could interactively search and drill down into in different continents, countries, states, cities, combatant commands (COCOMs), and DLA-Energy regions to obtain relevant petroleum information. Users are also able to view pertinent statistical information for each of those elements. The interactive map displays weather and natural disasters which may affect the bulk petroleum at each combatant command. The user can also opt for a dashboard view that provides an overview of all locations and their inventory.

Our GIS Team created custom map layers using Esri ArcGIS server technologies including ArcGIS desktop, ArcMap, and ArcCatalog products. Using Service Oriented Architecture (SOA), we were able to exchange GIS data layers with upstream and downstream systems. BPCOP uses mapping layers provided by civilian and DoD agencies such as real-time natural hazards, weather, and Homeland Security Infrastructure Program (HSIP) Gold. These layers are processed and displayed within BPCOP GIS Esri and Google Earth 3D viewers. PioneerTech used GIS technologies to equip BPCOP with the following capabilities and features:

  • Situational awareness of strategic, operational, and tactical worldwide fuel inventory levels.
  • Operational dashboards with an interactive map displaying weather and natural disasters as well as an overview of all asset locations and their inventory.
  • Command, control, and operational intelligence that enables readiness and extends the operational reach of the COCOMs, military services and other valued DoD partners such as the Federal Emergency Management Agency (FEMA) in times of national disasters.
  • 3D visualizations using Google Earth 3D viewers.
